I had bad luck with my first Dolphin development version, because it was the build 6352 with the Wiimote crash bug.
Today I'll try the latest version, but in 6352 I also noticed crackling sound problems that other previous versions did not have.

0. Always use the latest development version
1. this is an ultra low power dual-core i5 with hyperthreading (https://ark.intel.com/products/88190/Intel-Core-i5-6300U-Processor-3M-Cache-up-to-3_00-GHz), so to make sure that nothing is eating your power close ALL applications except for Dolphin, so no browsers, no music player NOTHING.
2. Make sure you are plugged in and that your Windows power options are set to High Performance
3. Use D3D as Graphics Back-end (or if at all possible, try Vulkan)
4. Do not use Ubershaders
5. Set IR to 1x
Try again... if it is still too slow, try checking what the temperatures of the CPU are while you are playing a game in Dolphin, and come back to us with the results
