Hopefully, it's just a matter of choosing the "right" development version and tweak it to the new hardware. I will discuss further options in the appropriate forums.

You probably have Intel HD 620 in there and not a 520, but that aside, it sounds like a configuration issue, since it is an i5-5200u vs i7-7600u; if those are the exact versions of the laptop, if not then we need the exact CPU you are using, since Dolphin is more dependent on your CPU.
Just make sure that you use the latest Development version and do not go above 1x IR and 0xAnti-aliassing for testing purposes and see if the speed still is down.
