Monster Hunter Tri Slow Speed Glitch

At the moment Monster Hunter Tri is running at 70-75% speed for me regardless of the settings. 1080p = 75% speed. 480p = 75% speed. So it's obviously not because I have a bad computer, but instead some weird glitch. I'm using build 3.0-235. Can anybody help me out?

We need your settings and your exact computer specs (e.g. like my signature). For your problem, this doesn't sound like a glitch at all, this is just how Dolphin operates. Your system is being bottlenecked by the CPU. The GPU is responsible for things like internal resolution, antialiasing, and anisotropic filtering. If your GPU is strong enough to satisfy whatever you have set for Dolphin, it won't cause any slowdowns. You can see this as you raise your IR without getting drops in FPS or game speed. The rest of your performance lies mostly with your CPU, which is responsible for almost everything else Dolphin needs to do.
