Z3735F is able to handle 64 bit well, but whatever. To your original question, we have a list of game specific options. Here, we enforce a hash quality level for the texture cache. The default one are likely known to break some random textures. This settings will be reverted when you open the GFX settings. But both don't end in 0fps/60vps. This is an ingame crash. So totally unrelated to the texture cache. Both jit32 (vs jit64) and 4.0 (vs development builds) are well known for many more accuracy issues, so the best way would be to upgrade to 64bit windows :/

You can't do an in-place upgrade from a 32-bit OS to 64-bit, so you have to reinstall Windows completely. However, you don't have to pay as your Windows licence works with either version.
