I just setup a Minisforum DMAF5 mini pc (Ryzen 3350H, Vega 8 iGPU, and 16GB RAM). Handles dolphin very well (3x resolution, async shaders, vulkan or d3d12 (d3d for EA VP6 titles), rest default), though I have only tested a handful of titles so far. It also has dual gigabit ethernet, though the AX200 wifi it comes with is not bad at all. The pop up top might be a slight issue if you are tossing it in a bag, so you might want to use some tape if it is going to be something you throw in a bag a lot. It is also not silent, but quiet and the noise it makes is nicer then any laptop I have owned. It also maintains clocks nicely while staying in the mid 60s.
They had a black friday sale when I bought mine so I got it for a little over $450 fully kitted out with a 512GB NVME drive and 16GB RAM. If you get an 8GB model it is only a single stick and you really want 2 for dual channel. The drive it came with is also not bad, kingston and 1,200MB/s read and write.
