I must ask this again since you still haven't answered:

He's going to need more than 300 watts if he wants to use an overclocked haswell cpu and a dedicated graphics card. And like I said overclocking that cpu on a mini-itx build is going to be extremely hard. Even with the noctua nh-l9i (which is a pain to work with on a mini-itx build due to its dimensions).

The A10 should be okay for just running Dolphin games okay, I'm not too worried about it being like 16xAA blah blah top settings.

Increasing graphics settings in dolphin won't impact cpu load. A faster cpu will improve game performance. A faster gpu will allow you to crank up graphics settings without losing performance. If your cpu is too slow for a game there is nothing you can do with graphics settings to speed it up.

For PC games on the other hand the GPU is the main component that determines performance.

Sorry about that, the gap isn't much bigger than 20/30cm I believe if that.
There is enough space there for me to stand my Wii up in it's stand, the Wii measure in at 19.7 cm / 7.75" in it's stand.

I might bump up the PSU to about 400/450W.
I'm going to go with the i5, I had a think over the weekend and I'll go with that and then buy a dedicated GPU later on down the line.

I'll use the noctua nh-l9i, it should be okay in the Sugo case.
