MH3 - Low FPS

I've been trying to run MH3 on multiple builds now and one works fine without any crashes or other major problems, except it runs at 15 fps...
I suspect it may be my CPU... I have a:

Intel® Pentium® 4 CPU 3.00Ghz
(Intel Pentium 4 630 Prescott)

It has SSE3 support.
Also my friend could run 30fps (full speed) and his specs are quite similar except he has a dualcore CPU.

So, is it my processor being too weak or my settings/anything else.

Your cpu is too weak to get full fps.
Main Rig:
CPU: Intel Core i7 3930k @3.2GHz
RAM: Kingston Hyper X DDR3 16GB @1600
GPU: Nvidia Geforce GTX 480
OS: Windows 7 Ultimate x64

I can't get onto that PC until tommorow to check the model/company, but I have one more question:

Would it be possible to overclock it and to how many FPS?

Even if you did overclock it you still wouldn't get full fps, mainly because it's not a dual core.

you need a better CPU.... the difference between a dualcore 3GHZ and Singlecore 3GHZ is very big... the whole architecture of the CPU is different and there are 2 cores that work together (not one)... Pentium 4 is not good for dolphin and so on...

what are the other specs of your PC? graphic (AGP or SLI)?
Ram? Mainboard Name and Model? this would help much.
AMD FX-6300 @ 4,4 GHZ, 1,35v (watercooled) : http://www.myimg.de/?img=cpu3eb3c.jpg
Geforce GTX 750Ti - 4g
dolphin benchmark: http://www.myimg.de/?img=test41e6d.jpg

GFX: Nvidia Geforce 9600GT video card,
RAM:2GB
CPU:Intel® Pentium® 4 CPU 3.00Ghz

I kinda forgot my motherboard, so sorry for no info on that one.

I really think it's the CPU's fault, because it's much more left behind than other stuff, and all I wanted is to get an answer, will it run? And yeah, I got it... It won't. Sad I think i can give up now, there's really nothing else to try... /sadfais
