I was able to fix the problem by disabling Audio Throttle in the DSP config. It might be a directsound/Win7 issue. Hope this helps.

I'll try that.

I'll clarify a bit more: my game isn't running in slow-mo or anything, and I wouldn't even say the movement is "choppy". It's just not very smooth or fluid at all. If the Wii version runs at 30 FPS and 60 VPS, and mine is running at 30 FPS and 60 FPS, why does the Wii version look so much smoother and more fluid?

In my case, duplicate frames were being rendered while the audio throttled the game-speed (presumerably to buffer sounds, although I'm no expert). Without this throttle and the duplicate frames, it's all nice and fluid despite being the same frame-rate. Hope that makes sense, it confused me at the time!

When I disabled the audio buffer the game was smoother in the opening menus and a bit smoother in town, but there was been virtually no difference in missions.

Buy the game legally and rip it to your computer and you can play it in English.

Yes if you read around the threads, almost everybody is playing the game in English. I would think your computer should handle the game.

yeah you'll be fine. It won't play quite as well or look quite as good as it does on the Wii no matter what, but it is an emulator after all. Also, there's currently a lot of quests that aren't accessible through the emulator right now because they're in city mode, but I believe people are working on correcting that.
