Here's screenshots of my settings:
General:

I should clarify though: my issue isn't FPS drops. My FPS is 30 and my VPS is 60 most of the time; my speed is almost always between 95 and 100%. The issue is that even though this is the case, the game is still choppy and not smooth.

Try using the patched 5192 or 5423 build

In this instance, it isn't about resource utilization; your computer simply can't handle it

The 9600 GT isn't rendering fast enough. The 9600 is a low-end video card.

I'm running on a 295 GTX, 6GB RAM, quad core @ 3.2ghz

I'd wager a 9600gt is more than enough to render monster hunter 3. His 2.5ghz cpu is holding him back.

9600 gt is plenty powerful for Dolphin unless he goes crazy with ssa, can people at least give his configuration when asking for help? or are they hoping us to send ninja to fetch it from him? :/

is the language been fixed already or do you have to still play it in Espanyol and I wanna know if my rig will be enough to play this game its in my SIG

With regards to the original question: I had a similar issue, although I would describe it as playing in slow-motion, despite a smooth frame-rate.

I was able to fix the problem by disabling Audio Throttle in the DSP config. It might be a directsound/Win7 issue. Hope this helps.
