Memory cards not formatting

I am trying to play a game in the emulator but it constantly cycles telling me that the memcard is corrupt and needs formatting then says it can't format then asks if I wanna play with out it and then continues to the first error message again. I have tried deleting the memcard file and the .ini for the gamecube settings but it doesn't seem to be working. Can anyone help me out?

I fixed it. I was able to get a different game to recognize it and format it. The original game then was able to use it.
