I haven't been able to delete my save file to import a new one and keep getting the below message. I exported the save and then tried to delete the memory card. same message. tried deleting the entire memory card but when I went to the location of it, it wasn't visible. I thought I had my computer set to show all files/folders/etc already set to show but I went into the settings of the administrative folder to double check. I unchecked a box which made essential systems hidden, hoped that might fix it, but the memory card was still was invisible. tried deleting dolphin entirely twice (first by using the uninstall feature, then after reading an admin message that dolphin is self contained (a big fat lie) I tried deleteing all the folders manually. not sure why I did that last step but im kinda desperate to get control of my pc back. despite deleting dolphin twice the settings, memory card and issue were still there as if they were part of the installation (im hella creeped out by that). I tried creating a new memory card, failed at that also.
im the administrator of the computer able to delete registry files but cant uninstall dolphin or delete the memory card. is this how its suppose to be? I downloaded version 5 today because its suppose to be stable.
the game plays fine even while im having these issues.

Order of files in the File Directory do not match the block order. Right click and export all of the saves, and import the saves to a new memory card.

Which location did you go to?

It depends on whether you downloaded a stable version of Dolphin (which uses an installer and an uninstaller) or a development version (which you just extract anywhere on your PC and which you would have to delete yourself).

Dolphin saves the memory cards, configuration files and other things into c:\users\*username*\Documents\Dolphin Emulator. Also you really SHOULDN'T be using the stable version anymore except when testing for bugs/regressions, but you should use the latest development version instead, which you can download from the top of the downloads page. Dolphin 5.0 has had over 10k updates since it came out almost 3 years ago.
