Question 
wasnt there an option that allowed you to create a memory card per game to use?

"GCI Folder" will let you do roughly this. It stores all save files in a folder on your computer, and when a game wants to read a save file, Dolphin creates a virtual memory card containing the relevant save files from the folder.
