I'm the person who had issues a long time ago, and I got the game working. The issue is that the game, audio, FPS, and VPS tank after the Melee PRESS START screen on default settings. What's wrong?
Also, the menus work great with a backended graphics setting. The battles are still slow, though.

Mainly, after choosing a backend, the menus work normal, but the battles are really slow. Is my hardware to blame? It's good for what it does, but it's not the best.

There isn't too much you can do. Just make sure windows and your intel gpu are set to high performance modes. Dolphin would also probably run better on d3d.
According to your profile, your doplhin build is really old. 5.0 stable or a recent dev build are reccommended over that. There were also some performance improvements in the months after your build. If 5.0 builds are still slow, you could try something like 4.0-4400 (after cpu jit, d3d statecache, and fifo fix), but you wont get support.

So, high performance gpu and things for Melee, huh? I'll work on it.

Celeron processors are right at the bottom (after Atom) when talking about gaming, even more for Dolphin.

My laptop with the Pentium N4200 (thus faster) equivalent of this chip is unable to run any game in Dolphin with reliable frames it is just too slow, nothing you can do about it.
