Massive slowdown after closing the app and booting again

Hmm... Usually if things work the first time but not the second it's because of the shader cache, but having lower performance the second time (rather than something like a crash) is actually pretty bizarre, seeing as the point of the shader cache is that it improves performance. I'm actually not sure what could be causing this.
