I run mario party 9 on an AMD Athlon 2.1 GHZ 64 X2 and ATI RADEON HD 5450 1GB and 2GB DDR3 doesn't run slow, or low framerate it runs very fine to be a new game

You running the game full speed on a 2.1GHz Athlon is unlikely.
