Uncheck "Ignore Format Changes" and leave EFB enabled and set to "Texture". Pretty much every game uses the EFB in some way – disabling it breaks shit all over the place. This game specifically also has issues with "Ignore Format Changes".
Also, try messing with the GPU drivers so that it doesn't try to underclock itself or do any power-saving; Dolphin's graphical workload is unconventional and requires so much GPU stalling that the GPU thinks it can downclock itself every few microseconds, which incurs a small time penalty whenever it needs to be woken up to do work again. In Nvidia's drivers you can set "Power Saving Mode" to "Prefer maximum performance", but I haven't a fucking clue what the equivalent option is in Catalyst, if there even is one.
