Thanks for the texture pack; it looks pretty great! Just a small tip, you can use "RMC" as the directory name instead of "RMCP01" to make it work with all regions of the game.

Found another little issue (I think). The map for Moonview Highway seems to be missing.

Sorry, I don't have time anymore for this at the moment.
It's very long to re-create the textures.
There's another project here

which is a bit different and ambitious, but very promising.
