Mapping toggle framerate key to a gamepad?

Holding down tab works pretty well for me as a turbo mode. I'd like to use it on demand very regularly.

I'm playing skies of arcadia. I'd basically like to use it to skip attack animations, cutscenes i've seen, and any similar things that waste pointless time in my opinion. So what i'd like to be able to do is just map it to one of the buttons on the gamepad i'm using.

However, the keys menu doesnt seem to read gamepad input.

any workaround i might use? other external programs?

i'm using 4.0-5962

Options > Hotkeys > toggle framelimit (make sure to choose your gamepad from the dropdown list)
