Manual game speed question

Hi guys,

I would need to know if there is some way to force the game run in selected speed.

Now I know you can select the game speed %, but I would need to force the game run just at 85% speed (not 80 or 90, if it makes sense)

Also is there any way to force the game run in constant fps speed? I mean when some parts of the game are made for 60 and some for 30fps.
