I don't know where I've read this, but IIRC it is not very visible on purpose.

We have plenty of bug reports to deal with from people who have plenty of experience with Dolphin, so it'd be for the best when new people are more likely to report their problems to the forums rather than the bug tracker. In the past, people were reporting their problems as bugs, while they were configuration issues, bad dumps or simply questions that usually belong on the forums. Filtering out the useful ones was a lot of work, which we decided to cap by not making the new tracker too visible to...let's say the uninvolved passer-bys. If there is indeed a valid report in the forums, more experienced users are bound to notify us anyways; and this greatly reduces the volume of not-so-useful bugs reported.
