I have been thinking of replacing my CPU for something stronger soon anyway though, do you have any suggestions for something decently cheap but effective?
AFAIK a cpu usually wont slow down unless it is currently too hot or has power saving features on. What cpu clocks are you getting while running dolphin?

Not really. A fx-8350 at 7.5 ghz gets 172 cb on cinebench r15 single core. A ryzen 3600 gets 192 stock.
