Your computer (specifically the processor) is very, very slow for Super Mario Galaxy 2. Here's the best settings I can give you.
If your NVIDIA graphics card is very new (GTX 6 or 7 series) use Latest Master and OpenGL. If on an older NVIDIA card, use a build before 4.0-722 and make sure to check the Vertex Streaming Hack in OpenGL's Graphics Settings/Hacks. Check Skip EFB Access to CPU except when you need to use pull stars. If it's still laggy, you can try the frameskip option, but at that point we're grasping for straws. 06-05-2014, 09:01 PM

Even my old machine gets a 100% in that game in most places with the DX9 build. Especially if you have a GTX 4xx/5xx card, you should try it because for now, OpenGL has an issue with those cards.
EDIT: Whoops, somehow I thought he had a sandy bridge CPU. Since his is actually even worse than mine, he's definitely going to have performance issues without overclocking...

He will need to overclock his CPU . 2.93GHz Core 2 duo is too slow for most games anyway

OpenGL has a fix in the latest master to make it work much faster on the NVIDIA GTX 400 and 500 series cards.
