I register account many year ago and don't see this rules and i don't know english language, rules only in english language.

You can unban my account, i will not use 'download' word in my messages.

I download game in rar only for test compability, not for use.

That's not how it works. If you downloaded a game, you get banned. We can't unban your account because you didn't read the rules about downloading games, even if English isn't your first language. And you can't make multiple accounts to avoid getting banned.
