_Phenom I is too old
_2.2GHz is too slow
But Winwaker is 30FPS game .
30FPS = 100% speed . Why do you complain ?

Don't tell me you're using LLE backend which require a heavy OCed high-end CPU

No no, I'm using the normale HLE.
Now I'm seeing in windowed mode(in full screen I couldn't see the right speed and framerate), so speed 50-53% ,FPS is 15 and VPS is 25/26

Upgrade your CPU (may be new mobo , DDR3 Ram as well) . Your current CPU is too slow for most games (Wind Waker is light-weight game)
If you attempted to overclock , 2.6GHz or higher would be recommended
