you can adjust the framelimiter in the config window.
auto is the default setting, the "normal" framerate is determined by the game, most are 60fps/50fps (NTSC/PAL) but some including re4 are 30fps/25fps
gc/wii games use fps to determine the speed (unlike pc games) so running a 30fps game at 60fps will be running at 2x normal speed
