Is there a way to force a game to run at normal speed even if it's being rendered at below 30FPS? I don't mind running at 15FPS so much, but the fact that the game runs at 50% speed is a problem. Any way to fix this?

If it's JUST fps and vps is fine then yes. Simply use frameskipping. You can find it in one of the drop down menus at the top. Setting frameskipping to 1 (default is 0, which is normal) for example allows you to run a game at half of the normal framerate and still achieve fullspeed.
