low fps problem

Hello, I just want to ask if there's still any chance my FPS could improve on Monster Hunter Tri ?
I usually get 15- 23 fps (village) ,9-20 (outside)

Here is my laptop specs:
-i7 2670QM 2.2 Ghz (Turbo boost @ 3.1 Ghz)
-4gb DDR3 ram
-Nvidia GT 540m 2gb version
-Windows 7 Home Premium x64

I'm using Dolphin 4.0.2 . ( i'm using this setting https://wiki.dolphin-emu.org/index.php?title=Performance_guide )

...You'll definitely want a better computer to run this on.

If you want, like, a 5-10% speed boost, use the OpenGL backend with "Vertex Streaming Hack" checked. If you want to run the game any faster than that, you'll need a better computer.
