I'm having the same problem. My specs are:
Intel Core Duo 2.0 Ghz Cpu
GeForce 9600M GT (512mb) w/ DX 10
4 gigs of Ram
64 bit version of Windows Vista
I can't get any of my games to run more than 7fps.
