Animal Crossing receives absolutely no slowdown from LLE, even my shitty MacBook Air can run it at full speed with LLE.
Anyway, what those two guys said – use the latest dev build (there's two near-identical OpenGL extensions that Dolphin now uses that speed everything up a *lot*) and upgrade to Windows 8.1 (though this is mainly just because it's better in general, not because of anything Dolphin-related).
DJBarry004: Turbo Boost is enabled by default and is only disabled if you overclock or specifically disable all CPU clockspeed management (which nobody does). Stop telling people to turn it on, they never need to.
