Low fps in games

I Almost can play any game on max grapchics with my PC but Dolphin is another story. I tried to play Punch out but ı just get around 20 fps in the game with lowest graphics. İs my system not good enough for the dolphin or is there another problem with the configurations? Can some one help me Please
My system specs are;
Operating System: Windows 7 ultimate X64
Processor/CPU: intel i7 870 2.93 Ghz
Video Card/GPU: Powercolor hd 6870
Memory/RAM: 4 gb DDR3
Dolphin Revision Currently Using: Dolphin 3.0 793 dirty

2nd - Try the official Dolphin 3.0 release
3rd - Try the settings for best speed (link is in my signature)
