Nothing looks wrong. You can try a newer build of Dolphin to see if it works better.

What temperature are the cpu & gpu reaching during gameplay?

Do you have any extra software that could interact with power settings installed? (Probably in the crapware dell & co shovel onto these things when they ship them out... I've see the lenovo "battery optimisation" software on mine override the power settings before I scrubbed all that crap off)

Is it fully charged? (I've seen some throttle even when plugged in at "low" battery - though this is normally around "10% low"...)

Temps are close to idle, low 40s. I’m always plugged in. There shouldn’t be anything interfering with power allocation.
