Well I got it working finally.
Similar to my previous post, I removed all existence of Dolphin and this time used the stable version and now my controls are working again in Dolphin when launched from RL. I could not get any version of beta or dev to work when launched from RL. The Beta and Dev all worked perfectly if I ran Dolphin by itself.
