Check out this thread: https://forums.dolphin-emu.org/Thread-unofficial-howto-using-gameini-settings-per-game. It contains all the commands you how can setup your settings per game. When you right-click a game in the main Dolphin window, you can open the properties window. In that window there should be a button like "Edit Configuration". This opens up an .ini file. That file can be edited as described in the thread I linked above. It can be a bit intimidating to do so at first, since there is not a build-in interface to do, so it is text-based and therefore requires you to write down the settings with proper syntax (otherwise it just resets).
