Is there an option in 4.0.2 or at least the newest SVNs? Im on a laptop so the option would really help.

Nope. It was removed a while ago. Follow the laptop performance guide and you won't need it. https://forums.dolphin-emu.org/Thread-la...ance-guide

The option was almost invariably placebo anyway. Nobody ever bothered benchmarking it, so the actual benefit is unknown and most likely nonexistent.

Well its just that XTU shows it the Turbo Boost going all over the place, if I could stabilise it then maybe I could get smoother performance instead of seeing it constantly jump around due to heat.

Also after reading that thread Im interested in reseating the heatsink with better thermal paste, how much difference does it make?

I did benchmark it and always got negative improvement of around -2%.
