I did it in Donkey Kong Country Returns. When I saved while in the level selection area, I was then able to load that save and I could navigate across the world map fine, but when I select a level to play, the level starts loading, and when it seems to be ready, it freezes and never unfreezes again. The issue seems to exist only in DKCR, I tested in SMG, SMG2, and NSMB Wii, and I don't have any problems there. This issue only happens if you restart Dolphin after creating the savestate.

What's curious is that on old version 4.0-6215 the issue was not present. It happens on the latest development version (9144), I deleted all config files from the old one, tried on default settings, and got this issue.

Thanks

Oops, I forgot to mention one thing: this only happens if you quit and restart Dolphin after creating the savestate. Since this tool asks if the issue happened instantly after closing Dolphin, I'm afraid I can't reproduce it.
