Are those specs good for dolphin on my laptop? because sd gundam g generation world works fine sometimes laggy and 3d games like pokemon XD and kirby air ride are slow.

Memory: 4096MB RAM
Graphic card: ATI Mobility Radeon HD 4330
DirectX: DirectX 11

dont expect full speed with 2.1GHz, only some games will run full speed, most of which are GameCube games

some games need more CPU power, some don't. some GameCube games need more power than some Wii games (comparing TimeSplitters 2 GameCube to SSBB on Wii)
the wiki should have some info on each game

i know but are there solutions for my processor for my laptop? i dont really want 100% but if it is 70-80% it good enough for me

Buy new processor for your laptop or buy new laptop with badass processor or just fuck Dolphin...
