I have a similar rig, same card, but I have a Phenom II x6 and first of all, change that DX11 plugin to DX9, it runs better and has less bugs right now. Second, Mario galaxy runs at the same speed to me and I have 3.3ghz on each core. The thing is that dolphin doesn't even use 40% of our cpus...so we're fucked.
You should also change the EFB Scale to Fractional, its more accurate when using FSAA. And disable all these "disable x stuff" because its pointless on this card.
