It's a known issue.
If you ran it at 640 x 480, the wii's native resolution, it would display correctly.

It can't be fixed on dx9 because of lacking logic operations. Dx10/11 or ogl would work, but no one seems to care about it anymore =(

Interesting, DX10 and DX11 rendering would be nice, I heard in Pcsx2 DX10 and DX11 fix rendering issues and offer an increase in performance that otherwise wouldn't be possible with DX9 rendering. If added to Dolphin, a dropbox could be added into the existing DX9 plugin to choose DX9 and if the hardware is capable list options to use DX10 or Dx11 rendering.

How hard would it be to add DX10 and DX11 rendering to the existing DirectX plugin by the way?

I would hate to see developers get burned out with all these requests, I believe current issues that are more of a priority should be focused on, an official release posted, developers take a break and focus on such things for future SVN commits after the next official release.

Seeing as this fix can be applied to the OpenGL plugin, DX10 and DX11 support can wait a bit if there are even any plans to implement DX10 or Dx11 rendering into Dolphin.
