Dolphin doesn't need to detect the bar, but the Wiimote does. Is your problem:
a) You can't connect the Wiimote to dolphin
b) The Wiimote doesn't respond to the sensor bar even though the rest works.
c) Your doing it wrong (for example trying to connect the IR sensor bar to the Bluetooth, which I doubt, as you are calling it an IR bar, not a sensor bar)
If it is a then there are a variety of potential problems, if it's b try looking at the bar through a digital camera, as if you can't see the IR leds, then it's broken or off, and if it is c then read some instructions.
After looking at your other posts it seems you are b. If you know the bar works, then I don't know how to fix it for you.
