The d pad should be independent from the sensor bar, as the sensor bar just provides two points of IR light for the camera in the end of the WiiMote to see. From how far the two point are from each other, and their rotation and location the Wiimote can work out which bit of the screen it is pointing at, and what way up it is etc. The D pad, however, is just four buttons which are not connected to the IR camera, so should work without the sensor bar as a source of light.
