Looks like my installation was messed up and after some cleanup vulkaninfo reports API version 1.0.26 and dolphin-emu works now. Thanks!

CPU: Intel Core i5-3570k
GPU: Nvidia GeForce GTX660 (proprietary nvidia driver v.358.16)
RAM: 2 x 4G DDR3 1333 MHz
OS: openSUSE Tumbleweed x86_64 (linux 4.3)
I'm using latest version of Dolphin-emu from git master branch.
