Is it just me or does dolphin run better on Ubuntu than on Windows 7?

If you enable __GL_THREADED_OPTIMIZATIONS it runs even better. (Though I'm not sure if it isn't enabled by default now.)

Last time I checked however, Input Lag was higher on Linux.
