Launching a game for the first time always go into borderless fullscreen

I don't have borderless fullscreen checked, yet everytime I launch a game for the first time it always go into borderless fullscreen mode.  I always have to exit and relaunch the game to go into exclusive fullscreen mode.  Is there any way to fix this so that it goes into exclusive fullscreen the first time I launch a game?

I noticed this the other day; it only happens when I have certain other programs open though. I don't know if this is what's happening to you though; I just know that it is possible for that to happen.

Is this on the OpenGL or D3D backend?

It was happening in D3D for me. Only when I had more than one Dolphin EXE open.
