Is the latest build 3659?

Or if im outdated can anyone get me a good link to a new version or a version that runs best?

Check this for latest updates on emulator and look forum section "Dolphin SVN Builds"

Ok but whats the difference if its an SVN build?

All Dolphin builds/releases are SVN Builds ._.

When i download the 3661 from the site it installs in a command prompt or something and then i cant find it.
Where is the output file
