First of all, I'm completely new here, so please forgive if I'm posting this on the wrong place or something.

Alright, so a few weeks ago I downloaded the latest revision of dolphin onto a friend's PC, only to run into an error message saying that "MSVCP140.dll is missing" in his system. Later I realized that it wasn't really that it was missing (no, don't tell me to look at the FAQ, that's not the solution for this), because for some reason, older development builds worked on my PC, while all the newer revisions gave me the same "MSVCP140.dll missing" error.

Recently, I started going through builds just to track down the problem, and I ended up finding it. It appears to have occurred in the change from 4.0-7528 to 4.0-7538, (the first one works, the second one doesn't), and on 4.0-7538, it notes "Move to Visual Studio 2015 (PR #2762 from shuffle2)".
   
A few minutes of googling led me to find that, apparently, this error is directly connected to Visual Studio 2015 not recognizing MSVCP140.dll, though I could be wrong about that.

So, yeah. Please have someone look into this and fix or revert, because the development versions' download page has been filling up with unusable builds for almost a month (it should be noted that, from 4.0-7538 to the current latest build, 4.0-7827, all of them give the same error), and considering that everyone already recommends installing the latest build, anyone who was new to Dolphin and went in there thinking it was the best option, might have ended up saying something along the lines of "wow this doesn't work at all I've been rused", just like my friend did when I tried downloading it for him.

Did you install the Visual C++ Redistributable for Visual Studio 2015? The download page does say "The development versions require the 64-bit Visual C++ redistributable for Visual Studio 2015 to be installed." The switch to VS2015 requires this for builds past 7528, which is why the earlier builds did not give you the error since those aren't using VS2015. http://download.microsoft.com/download/9/3/F/93FCF1E7-E6A4-478B-96E7-D4B285925B00/vc_redist.x64.exe

I like how they're smart enough to bisect the issue from going through the download page extensively but missed reading the link.
