Bug 
The audio from the emulator is choppy I saw on a youtube video that if you adjust the latency setting that it fixes the audio but I can't change the latency because I don't have access to the setting  here is an image of the problem:  https://drive.google.com/file/d/1wdNDM2p...sp=sharing

If someone could help me figure out how to change latency it would be a big help reply to answer

The latency option is greyed out if the selected audio api doesn't support it - and indeed it seems the xaudio2 backend doesn't - other audio backends do, and so when selected you can change the latency setting.

But 99% of the time audio cracking and choppiness is caused by your CPU being unable to run the game at a perfect 100% speed - while you might not notice the odd dropped frame, for audio a dropped buffer is really obvious - causing cracking. Just because some random youtube video claimed changing something happened to fix it for them, doesn't mean they were correct, or that will work for you. And decreasing the latency likely will increase CPU usage, as it has to service more audio interrupts.

What hardware are you running on? If it's a mobile/low powered part, make sure your power settings are set to "high performance" when running dolphin. Which version are you using? The latest -dev version may help things.

Ok the real problem is the framerate im trying to play kirby's return to dreamland but once i get past the menus the framerate just jumps around and its always below 20 so the audio is choppy and the game is slow as hell i have been looking for ways to optimize the emulator but it just stays the same i even downloaded the most recent dev build and its still the same if you or someone else could help me increase the framerate it would be greatly appreciated

We'll need to know your PC's specs.

But like JonnyH said, it's likely because your PC is too slow to run Dolphin.
