I did both things, and both times it dropped to 45 fps O_o. Meanwhile frame limit off it was going 70-80 FPS in that scene. Wow how weird is that :o

Now for some reason I keep a constant 60 FPS but VPS is extremely high, with these settings:

Ok I managed to get it at a constant 60 fps with frame limiter on 60. But now the music is playing very fast O_O

So my CPU @ 4.5 runs this game at almost constant 60 fps, but it drops at certain 'spots' in the game. Such as this

When I turn my frame limiter off it speeds up near or at 60 fps at these certain sparts, but if I limit the frame rate I get fps like in those 2 pics. With frame rate limiter off I get 80-88 fps, 61 fps if it drops to the lowest for LLE, and HLE I get 85-95 fps and it doesn't drop pass 65.

I'm wondering if its the Emulator's flaws that makes fps drops like this, or is it my CPU.

Well, I tried that spot ( from screnshoot 1 ) and I also got around 40 fps.
I was not able to get higher fps then this, with framelimit on or off.
However, I doubt its my cpu for two reasons : first, gamespeed is 107% and there is almost no difference between LLE and HLE.
It seems you dont need overclocked high end cpu to play this fullspeed, it seems you need geforce 680 lol.
And I am playing at 1x.
Who knows whats going in...it just doesnt make sense cpu is limiting factor here, but everything is posible.
I made two screenshots, first LLE , second HLE.

EDIT : I tried 4x IR no change...so its probably cpu bottlenecking, but in gpu thread, not cpu emulations, since that runs over 60 fps.
There is probably some bug in gpu thread which causes these slowdowns, who knows

My 560ti is stocked. Here's wondering if I overclock it a little bit, how would it affect performance :o

xcyper, you are able to get 60 fps if your dont use framelimit right ?
Can you try 3.0-911 just so we use same version.
I cant get over 44 fps no matter framelimit on or off.
I cant get 60 fps with HLE also
If you can, then its probably cpu issues, or in another words, you do need 4.5 ghz for this game.
But,like I said, cpu is slowing things down in gpu thread, not cpu thread.

Actually no. Even without frame limit I can't acheive 60 fps in certain 'spots' like those. What you're getting is exactly the same as what I'm getting.

It cant be cpu, because you have i5 3570k at 4.5 ghz

If this happens to both of us, then its probably not a CPU issue. Maybe a flaw in coding on Dolphin's part?
