Is it even possible to overclock a laptop's CPU? And if someone did oc it, how do you cool it? I have seen those big laptop coolers that go underneath the laptop but do they really keep it as cool as a desktop with fans?
CPU: intel i5-4590
GPU: Asus GTX 750 Ti (For now)
RAM: 8GB DDR3 G. Skill Ripjaws

Mostly only gaming Laptops allow their CPUs to be overclocked, their case is also big enough to allow pretty decent airflow to keep things at acceptable temps. Those coolers won't be as good as fans but they help a bit but your best bet on a laptop will always be to apply a thermal fluid to the CPU cause the one that comes with the laptop most likely isn't good enough for an overclock.

Some high end laptops allow overclocking and have built in coolers well engineered enough to keep things sort of cool. A laptop cooling stand isn't going to make much of a difference to anything unless you're playing on a soft surface such as a pillow that would otherwise block the air vents - they're mostly just a gimmick.

CPU: AMD Ryzen 5900X
RAM: 16GB

Those laptop coolers are like snake oil: they don't really help. You need good thermal paste on the CPU/GPU and dedicated heatsinks for both.

The only laptops I know of that can be overclocked are the extreme series that end in an X. You would use the Intel Extreme Tuning Utility (XTU) to do so.

If you're referencing the laptop from this thread: https://forums.dolphin-emu.org/Thread-laptop-emulation-station then no, it can't be overclocked to my knowledge.

Laptop over clocking is pretty much reserved for $5000 laptops. You would need the extreme series mobile CPU's. Even then, mobile CPU's throttle excessively according to heat, so an overclock would require flawless thermal dynamics and an reasonably cool environment.

Not true. Most AMD laptops can be overclocked with user level software pretty easily. The only real limitation for most of them is cooling.
