Laptop has decent specs yet runs dolphin slow

In the picture towards the top right I have windows mobility center open and I have high performance on... Shouldn't Intel speedstep increase the clock rate automatically?

EDIT: disabled something like smart cpu monitoring in the bios now during gameplay my clock speed fluctuates from 1.2 ghz to 2.8 ghz any help would still be appreciated

It's not overclocking . It's just "Turbo Boost" (google it )
Any i5/i7 CPU has Turbo Boost feature that allow your CPU frequency bump up automatically . Some laptop can't activate Turbo Boost automatically due to either overheating or hardware issues
Throttlestop can control your Turbo Boost manually

My bad i meant 2.9 Ghz I don't know exactly what happened but everything seems to be stable now and switching from high performance to power saving actually does something now, thanks for everyone's help I just had to disable that thing in the bios, you can mark this thread as closed.
