Money was never a factor, if it was possible or not was the only criteria.
The important word in your first quote is may. If, for example, I was to throw billions of dollars at Intel and nVidia, then they could probably be persuaded to build me a brilliant laptop computer that had had billions of dollars of R and D put into making it. However, they'd probably be able to build me a more powerful desktop with the same money, and would probably have some of it left over with which to develop skymont etc..
Also, the desktop may have things such as pioneering automated LN2 cooling in a sealed system, much like modern water cooling, but colder. I can more or less guarantee that if they put a similar system in the laptop, it would no longer be a sensible device to use on the top of your lap, or take with you on the train, or use for a sensible period of time without swapping out the batteries or plugging it in. I also doubt that when in use, it would actually be able to charge its batteries with its power draw, so would, in fact, only be useful in the same situations as a desktop.
